# China Baowu

> China Baowu's disclosed circularity is an operating system, not one recycling claim: scrap returned to furnaces, shared treatment capacity across group entities, and external waste collaboration. The project has to enter through one defined loop.

## Material inputs to resolve

Steel, mining, materials and group-wide resource-circulation systems

China Baowu describes a "6+1+1" waste-management pilot with six regional solid and hazardous-waste centers, a training base and a digital management platform. It reports that Baosteel directly recovered 600,000 tonnes of user scrap in 2024; Magang used 2.63 million tonnes of scrap at headquarters; and TISCO recycled 1.17 million tonnes of scrap. These group disclosures do not establish access to a particular site, stream or buyer.

**600,000 t** Baosteel direct user-scrap recovery in 2024

**2.63M t** Magang headquarters scrap use in 2024

**1.17M t** TISCO scrap recycled in 2024

**6+1+1** Group waste-management pilot framework

- User scrap and internal iron-bearing returns
- Steel slag, dust, sludge and other solid or hazardous wastes
- Packaging materials and logistics assets

### Outputs and residuals to resolve

- Steel products, including higher-grade automotive steel
- Recovered iron resources, recycled by-products and managed waste
- External construction or industrial uses only where standards permit

**First decision:** Name the operating entity, material stream and destination before discussing the group. Direct scrap recovery, internal returns and by-product utilization have different specifications, controls and commercial owners.

## Closed-loop structure

China Baowu describes internal production loops, shared group facilities and external industry-city waste collaboration.

#### Direct scrap route

Baosteel is reported to have directly recovered 600,000 tonnes of user scrap in 2024 for greater use in high-grade automotive steel.

#### By-product route

The group describes slag, dust and sludge recycling, plus regional solid and hazardous-waste utilization and disposal centers.

#### Evidence boundary

The public evidence is group-wide and subsidiary-specific. It does not prove a particular stream is available, contractable or accepted at a given site.

### Decision boundary

China Baowu's scale creates a trap: the group can sound like one plant. It is not. The only credible entry is a named operating company and a named flow with evidence that the material can move through that specific loop.

## Material flow map

| Material or stream | Qualification gate | Process or destination | Evidence still needed |
|-|-|-|-|
| User scrap | Grade, residuals, collection and traceability | Baosteel direct-recovery system | Site, intake terms and automotive-grade allocation |
| Iron-bearing internal waste | Metal recovery, contamination and process fit | Internal furnace or material loop | Entity, yield and operating authorization |
| Slag, dust or sludge | Chemistry, hazard status and standard | Recovery or lawful treatment | Processor, permit, mass balance and end use |

This is a public screening map. It separates company-disclosed flows from open qualification work. It does not convert a destination into a buyer or an announced ambition into operating capacity.

## Three defensible entry lanes

#### Scope one operating-company loop

Baowu's group architecture is useful only after the legal entity and steel base are pinned down.

**Next evidence:** Operating entity, site, material owner and acceptance criteria.

#### Qualify user scrap for an automotive-grade route

The disclosed Baosteel recovery figure points to a specific high-value loop, not general scrap volume.

**Next evidence:** Scrap grade, residual chemistry, collection chain and product allocation.

#### Use the 6+1+1 system for controlled residuals

Regional waste capacity may be relevant for complex residues, but it is not a substitute for a permit or processor agreement.

**Next evidence:** Waste classification, regional center, permit status and approved treatment route.

Source hierarchy: filings and company disclosures first. The brief states what those sources support and leaves the unresolved plant, grade, permit, buyer and mass-balance questions explicit.

## Material Transition editorial interpretation

The next useful working session starts with: Name the operating entity, material stream and destination before discussing the group. Direct scrap recovery, internal returns and by-product utilization have different specifications, controls and commercial owners.
